i really enjoy wearing these Party Skirts collection Keds…They are soft canvas with subtle details that make them unique. They’re feminine, yes, but what better reason could there be to wear them?

No, they aren't new. They were a special release from a few years ago, part of a number of different creations from the "Party Skirts" designers collection.
